In the title of this blog, "Slumped", is used within the context of Posture: Sitting or falling with a low, drooping, or slouched posture, such as sagging forward in a chair out of tiredness.
Recently the Howick Municipality invited pensioners who where Rate Payers in Howick Municipality to apply for a discount on their Monthly Rates bill. When my wife, who owns our Unit that is located within a Complex within the Howick Municipal area saw the invitation she decided to take apply for the discount.
So armed with the documents that she thought were required, she ventured beyond the security gate that protects the Howick Municipal Offices. Once she was withing the appropriate building she was directed to a counter by a gentleman sitting in the foyer of the building.
After she had given her documents to the woman, the woman told here that her document reflecting her income (from her Pension Fund) needed to be certified by a Commissioner of Oaths. She then asked the gentleman sitting in the foyer where she could find a Commissioner of Oaths? After making a few phone calls he informed her that there was not one available, and that she should go to the Post Office.
Given that she access the Post Office easily from where she was,, and that it may not even be open, she came home. Not daunted, the next day I drove her down to the South African Police Station, and they certified the document reflecting her income. With that done we went back to the Howick Municipal Offices.
This time the gent in the chair seemed to be more tired that he had looked on her previous visit. The visit to the counter also resulted in her being told that the certified copy of the document reflecting her Monthly Pension was not good enough. Certified copies of her three most recent bank statements was required.
Absolutely shattered my wife left the building. It had not been a good experience, and also one that should never have taken place. It also left me wondering about, "copies of her three most recent bank statements". Surely that contravenes the POPI Act.
